Most of the scholarships are sponsored by some universities and colleges that may contact you for enrollment purposes. You still qualify for the scholarships even though you may choose not to join these institutions, and you will still be elegible for scholarship money to use as you wish.
The order is setup by most simple to most complex and you can sign up for as many as you want.
